Chmut explained why nothing changes in the TCC during the war years.


The TCC has not been reformed due to a number of problems that no one wants to tackle
The head of the 'Come Back Alive' fund, Taras Chmut, noted that as of July 2025, no promised reforms have taken place in the system of territorial recruitment and social support centers (TCC and SSP). He considers the Ukrainian issue of TCC and reforms to be very complicated and 'toxic'.
In an interview for 'Ukrainian Pravda', Taras Chmut spoke about his conversation with an influential person connected to the Ministry of Defense in September 2023.
Chmut pointed out that almost two years have passed since discussions on a 'strategy, vision, and understanding' for changing approaches in TCC operations, but the situation remains the same. He believes the reason lies in the fact that no one wants to systematically reform this toxic issue, and a simple change of leadership or personnel does not lead to results.
“This is such a big problem that it cannot be resolved by simply changing names. We have tried this many times. All TCCs to the front, nothing changes. This problem requires a separate team to build a parallel track and only then bury what exists now,'— said Chmut.
Chmut also emphasized that in Ukraine, the Ground Forces are responsible for mobilization, not the Ministry of Defense, which is non-systemic. He believes that these problems require a lot of Time and persistent work to solve, which not everyone is ready for.
In the context of these issues, Russia launched an attack on Ukraine with a new tactic — rockets and drones against TCC. Chmut also expressed doubt about the number of scandalous events related to TCC, considering them fakes.
Despite promises and discussions about reforms in the system of territorial recruitment and social support centers, the situation remains unchanged so far. Taras Chmut emphasized that a separate team needs to be created for the reform of TCC, as simply changing personnel does not help solve the problems.Read also
