Confiscation of ill-gotten gains from MSC leaders: NACC provided clarification.


The National Agency for the Prevention of Corruption clarified that the heads of the medical-social expert commissions (MSEC) can be punished only for false declaration. According to the NACC clarification, MSEC leaders became declarants in 2023 and could not have been held accountable before that.
However, regarding MSEC officials and other declarants, the NACC has the authority to initiate the matter of holding them accountable for false declarations and other violations of anti-corruption legislation.
The agency also noted that within its authority, the NACC cannot draft documents for the confiscation of funds or assets from MSEC leaders. However, there are other bodies and procedures for this.
To hold MSEC officials accountable for illegal enrichment or asset confiscation, changes need to be made to the Criminal and Civil Procedural Codes of Ukraine. The NACC has already started preparing a draft of changes to these codes in accordance with the NSDC's decision.
Recall that the head of the Khmelnytsky Regional Medical-Social Expertise Center, Tatyana Krupa, and her son, the head of the regional Pension Fund, Oleksandr Krupa, were caught in illegal enrichment. During searches at their places, nearly $6 million in cash was found.
The Pechersk District Court of Kyiv selected a preventive measure for the head of the Khmelnytsky Regional Medical-Social Expertise Center, Tatyana Krupa. She was taken into custody for 60 days with the possibility of bail exceeding 500 million UAH.
The Ministry of Health checked and canceled the conclusions about the establishment of disability for 74 military servicemen in the Khmelnytsky MSEC.
