The law on transforming communal enterprises into private LLCs may affect social security
Law No. 6013, which was adopted by the Verkhovna Rada, could significantly change the social security system for citizens of Ukraine. This statement was made by an expert in communal services, Oleg Popenko. According to the new legislation, all communal enterprises, including social services institutions, will have to transform into private economic societies (LLCs) within the next 5-7 years. Popenko emphasizes the serious risks that accompany such transformation. He notes that within 5-7 years, all hospitals must become private companies, which may lead to an increase in paid medical services. The expert is also concerned about residents of small towns and district centers, where the private sector is not interested in managing non-profit social institutions. He is outraged that even psychiatric dispensaries and geriatric homes, which are funded from local budgets, must also be privatized, which could lead to the destruction of such important social institutions. Popenko stresses that about 80% of the population cannot fully pay for medical services and relies on state funding. He believes that law No. 6013 deprives territorial communities of their rights and creates a mechanism for the centralization of power. The expert calls for an audit of communal enterprises to identify those that can be transferred to private hands without harming social functions.
