Ukrainians may be left without subsidies and benefits due to one piece of paper: what is the 'universal application'.


The government plans a more complicated procedure for obtaining subsidies and benefits for Ukrainians. Pilot projects that simplified the procedure for receiving subsidies and benefits have shortcomings. Therefore, they are returning to more detailed application forms. The experimental project for simplifying the provision of subsidies will end on July 7, 2025, and for benefits - on February 6, 2026. However, these projects require improvement.
A new universal application form for subsidies is being introduced, where information about utility service providers and personal account numbers must be indicated. There is also a special application form for war veterans that allows them to receive benefits for paying housing and communal services.
The Ministry of Social Policy believes that after the implementation of new application forms, it will be possible to completely abandon extended forms that are complex and inconvenient. But for now, they are still needed to find the best variant of the universal application.
During the experiments, shortcomings and difficulties were revealed in interaction with utility service providers and homeowners' associations. It was proposed to provide information on services, prices, contributions, and payments. However, some providers did not provide or provided all necessary information untimely.
Thus, it will become more difficult for Ukrainians to obtain subsidies and benefits due to the complication of the procedure and the untimely provision of information from service providers.
The Ministry of Social Policy is working on finding the best variant of the universal application to simplify the procedure for receiving subsidies and benefits in the future.
