In Ukraine, the booking process has changed: what needs to be done by the end of February.


Information about changes in the booking process for military conscripts at critically important enterprises in 2025 was announced by the government of Ukraine. According to Resolution No. 1332 of the Cabinet of Ministers of Ukraine, by the end of February 2025, all critically important enterprises must meet updated requirements to maintain their status and the ability to book employees.
To simplify the process, changes were made to the booking procedure. Now booking applications are processed through the 'Diia' system, and new bookings can be made in advance without having to wait for the previous booking period to end. This eliminates the problem of gaps between bookings and allows employees of critically important enterprises to continuously enjoy booking.
From January 22 to March 1, 2025, enterprises can submit lists for new bookings, and previous bookings will be canceled. The procedure for booking new employees will be carried out within one day.
The government has also expanded the ability to book employees of state and municipal medical institutions. Previously, only half of the employees were subject to booking.
New mandatory criteria have been established for critically important enterprises, such as the average salary at a private enterprise, the absence of tax debt, and debts for unified social contribution (USC). In addition, the enterprise must meet at least one of the additional criteria.
The booking procedure for military conscript workers is carried out by state authorities or local self-government, companies with state contracts in the defense sector, and critically important enterprises for the economy or livelihood of the population.
Enterprises must confirm their status as critically important by February 28, 2025. Otherwise, they will lose their status, and employees will lose their active booking from mobilization.
In addition to this, President Zelensky announced the introduction of special contracts for young military personnel with increased pay.
