Beyond the Poverty Line: How Many Ukrainians Survive on a Pension Below 3,000 Hryvnias.


Decrease in the Number of Pensioners in Ukraine
According to the Pension Fund of Ukraine, the number of pensioners in Ukraine has significantly decreased over the past year. At the beginning of 2025, their number amounted to 10.343 million people, which is 173 thousand less than the previous year.
Expenditures on pension payments have also decreased - in January 2025, they amounted to 61.8 billion hryvnias, which is 1.5 billion less than in December 2024.
The average pension at the beginning of 2025 was 5789 hryvnias, which is 7.5% more than a year ago. However, a slight decline was observed in the fourth quarter - the average pension decreased by 62 hryvnias compared to October 2024.
The majority of pensioners (approximately 6.5 million) receive a pension of less than 5000 hryvnias. The situation is most difficult for 2.68 million pensioners who receive less than 3000 hryvnias, with an average pension amount of 2759.86 hryvnias.
In total, 2.8 million pensioners continue to work. Working pensioners receive an average of 6302 hryvnias, which is 513 hryvnias more than the average pension in the country.
The Ministry of Social Policy plans to increase pensions by 10% from March 1, 2025, according to the Pension Fund budget draft.
It should be recalled that the Pension Fund of Ukraine revealed a new scheme for increasing pensions.
