ARMA seeks managers for the property of the Odessa ex-deputy.


The Agency for Search and Management of Assets (ARMA) conducted a technical and legal review of the property of the former deputy of the Odessa City Council, who is suspected of high treason. According to media reports, this concerns Ruslan Tarpan.

What ARMA reviewed
Experts reviewed office properties in the center of Odessa, which were transferred to ARMA's management following the decision of the Peresyp District Court. Thus, the management is preparing for open competitions, the results of which will select the management company.
Objects of review
In particular, ARMA reviewed a business center on Nina Strokati Street built in 2011. The total area of the building is 7363.5 sq. m, and its market value is about 220 million UAH. It has seven floors (excluding the technical one), an attic, and an underground parking lot. Additionally, there is a historical building at Primorsky Boulevard, 7, which was built in 1830 and completely reconstructed in 2017. Its area is 3487.6 sq. m, and its estimated value is nearly 133 million UAH. The third object is a seven-story business center 'Marcel' on Nizhynska Street with an area of 3750 sq. m, of which 2900 is available for rent. The approximate price is 142 million UAH.
Inspection passed
All buildings passed the initial inspection and, according to ARMA, are ready for commercial use. In the near future, the objects will be put out for competition to select managers.
What is known about Ruslan Tarpan
Ruslan Tarpan is a businessman, the owner of the Inkor group of companies, which was responsible for the reconstruction of several city facilities, including the Staro-konnoy market, Russov's house, and the city infectious disease hospital. Additionally, at his initiative, the reconstruction of Catherine Square was carried out with the installation of a monument to the empress. From 1994 to 2010, he was a city council deputy and headed the 'People's Opposition' faction. Since 2017, Ruslan Tarpan has been wanted: he is suspected of embezzling more than 300 million UAH during the construction of a deep-water wastewater outlet in Odessa. Furthermore, the ex-deputy is accused of collaborating with representatives of the Russian Federation.
