Recently, one of the largest prisoner exchanges between Ukraine and Russia took place in the format of '1000 for 1000'. Between May 23-25, 2025, 1000 Ukrainians returned home, among whom were military personnel and civilians who were illegally held in occupied territories or in Russia.

Released military personnel are entitled to 90 days of leave without loss of monetary support if they decide to return to military service.
Financial Support and Legal Assistance for Released Individuals
Released individuals are guaranteed a one-time monetary assistance of 100,000 hryvnias, as well as annual compensation for each year spent in captivity. To receive these payments, it is necessary to officially confirm the fact of being in captivity.
How to receive these payments?
One of the key documents is a certificate of being in captivity, which can be obtained from the National Information Bureau. For this purpose, you need to send a request to the email address: [email protected].
Legal Support
Individuals released from captivity have the right to free legal assistance at both primary and secondary levels, depending on their status confirmed by a special commission.
