Ukrainians can pay for utility services 50% less — details.


Ukrainian large families can receive a discount on utility services if their average income per person does not exceed UAH 4,240. This benefit applies to both owned and rented housing.
The Ministry of Social Policy's portal states that large families can receive a 50% discount on payments for electricity, gas, water, solid fuels, or liquefied gas. The amount of the discount is calculated according to the social housing norm, which is 21 square meters per family member or 10.5 square meters for the entire family.
Conditions and application for benefits
- The average monthly income per person must not exceed UAH 4,240 to receive the benefit in 2025.
- If you meet the conditions, you will receive a 50% discount on housing and utility services, even if you have rented housing.
Documents to obtain benefits
Large families can submit an application through the PFU web portal, in person at the service center, or electronically. Such families must also be registered in the Unified State Register of persons entitled to benefits.
- You need to have the following documents with you:
- application for the benefit;
- birt certificates for children;
- certificate of stove heating (if available);
- document with the actual address of residence.
Benefits for utility services are included in the total income of the household, which is an important indicator in 2025. However, some affected by the Chernobyl disaster have lost their right to benefits due to new rules.
